We should add API which will better help users to discover which files have 
local history. 

This would help in the recovery of deleted files.

Also ensure that all the current IResource/IWorkspace/.. APIs deal with local 
history appropriately.

IContainer.findDeletedMembersWithHistory has been added and released.

Have created new IResource and IWorkspace API methods which accept an int 
argument for flags.
