Eclipse is based on an efficient, highly scalable OSGi implementation, which has always been usable as a 
standalone component. OSGi should have a first class presence on eclipse.org, including making it easy 
for developers to reuse the Eclipse OSGi implementation in their own applications. To support this, a 
separate OSGi download should be provided, as is done for SWT. [Platform Core]

Can we close this defect now that the Equinox project has graduated to a sub-project?  Or is there more work to do in the Equinox community?

Yes.  we have pretty much accomplished the goals set out in the plan item.  There is lots of work left to do to follow through but that will be ongoing...
