When selecting Draw 2D items (drag mouse select), you must enclose an item in 
its ENTIRETY for it to be selected.  This is contrary to the way other 
selections of this sort work (e.g., the Windows desktop, the Mac finder, ...)  
There should be some "minimal" portion of an item, that when included in a 
drag box selection, it will cause the entire object to be selected.

The current behavior is consistent with both Microsoft PowerPoint and Visio. Is 
there any reason why the OS behavior is better?

The respective behavior can be realized by using a MarqueeSelectionTool of the new "TOUCHED" behavior kinds, as introduced in bug #67991. Therefore, closing this as duplicate.
