There are circumstances where a user would like to disable validation by a
specific validator for a given file. For example, if the file is very large it
may take too long to validate. In these cases the validation framework should
allow the user to disable validation only for the specific file rather than
forcing them to disable validation for the entire project.

I really don't think so; bug 102822 was meant to address specific memory and CPU usage problems in the XML formatter, not anything related to validation.

The new validation framework supports disabling validators on a per file basis.
