To reproduce, install Eclipse 3.1 and GEF 3.0 
(http://download.eclipse.org/tools/gef/downloads/drops/R-3.0-
200406251257/index.php), and run the "Find and Install Software Updates" so 
that it searches for updates to currently installed features.  GEF's 
feature.xml mentions http://update.eclipse.org/updates as the update URL.  
http://update.eclipse.org/updates/site.xml lists the newer GEF versions (3.0.l 
and 3.1), yet they are not found.

It is possible that I'm doing something wrong, but I don't see what.
