I have multiple projects open.  When I used the JSP creation wizard, I just
selected which project I wanted the JSP to go into, assuming that it would
automatically go into the WebContent directory.  I was surprised that it went
into the root of the entire project.  That would not be picked up when I deploy
the web module (afaik).

I think it should default to the base of the WebContent directory.

I'm going to go ahead and resolve this bug as a duplicate of bug 140752 because that bug's fix includes a fix for this bug.  (If you select project root when opening the wizard, it will select WebContent folder as initial location)

This is part of a mass update to close out all stale WTP resolved bugs from the 1.0.x and 1.5.0 timeframe.  If you feel this bug was closed inappropriately, please reopen.
