You can managed installed JREs via Window -> Preferences -> Java -> Installed
JREs. In 3.1 the JRE definition editing dialog lost the field "Javadoc URL".
Thus, it's not possible to enter the URL for the Javadoc there. However, the
context help (pressing F1 inside this dialog) brings up a dynamic help topic
"Editing a JRE definition", which still mentions this field.

Maybe the help doesn't need to be updated if bug 89474 will be fixed.
