Within the Navigator view, if you have an item in a project selected, the 
"Build Project" action is enabled; however, the Close Project action is not 
enabled.  You must have the project selected for this action to appear on the 
popup menu.  Close Project should work like Build Project and be smart enough 
to apply the close action to the project(s) that contain the currently selected 
item(s).

I think it would also be nice to be able to close the project from the context 
sensitive menu in the navigator view.

This should apply to 
"Close Project"
"Rebuild Project"

and a new item
"Project Properties"

all in the "Project" menu

Also when you're in an Editor of a file in that project (not just in a 
Navigator or Package Explorer)

We won't be doing this as we are trying to keep menus to a manageable size
