THe boxes that show the Shift state for the Workbench dialog are confusing as 
they show up in the tab groups. As a result they are info provided to JAWS but 
without context.

Tab group shoud be fixed to give more context to the user when tabbing around 
but this does not prevent section 508 from being satisified.
