- open the java perspective
- close all views
- open the package explorer and drag it to the right of the editor
- now make it a fastview 
- close it
- select a .java file and choose the menu option "Show in package explorer"
- note that the view does not open as a fastview even though that was the last
place it was put

This is expected behavior...
