In Eclipse R2.n and before, while holding the mouse button pressed on the thumb
of the scrollbar and dragging, you'd receive SelectionEvents with e.detail=1
(SWT.DRAG) for each new drag, and then you'd receive an event with e.detail=0
when you'd release the mouse button (an indication that the dragging has ended).
 No such end-of-dragging event is received in Eclipse R3.1 (I'm testing in RC2,
on Windows;  I'm not sure when the change in behavior happened).

This indication is critical in our application, where we defer the actual
scrolling of long files to the moment that the dragging of the vertical scroll
bar ends.  While dragging, the user just sees a message which says to where the
file will be scrolled to when the mouse button is released.

This was a bug on Windows.  The event was not sent on the other platforms.
