TypeEnvironment#createArrayType(TType elementType, int dimensions) should use
'standard initialization procedures' as the other create... methods do:

- remove constructor ArrayType(TypeEnvironment environment, String key)
- create method TType#initialize(String bindingKey, int flags, int modifiers)
- call that method from ArrayType#initialize(TType elementType, int dimensions)
and make it explicit that flags and modifers are 0 for array types.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
